Why is it that the city of Omaha, a location not completely unfamiliar with the concept of snow, cannot or will not properly plow its streets? Only the major roads are ever plowed, and even those usually have the right-hand lanes blocked off by snow banks. The residential roads are rarely, if ever, plowed. And they use little to no salt, which means the bottom layer of snow often turns to ice when temperatures remain well below freezing. They also don't use gravel, so you never get any traction in the ice or slush left over.
